Cops n Bobbers is dedicated to the mission of bringing Kids, Police, and the Community together in outdoor
events that are educational and fun. It is not for profit and prides itself on helping other organizations with making
their events successful.
Cops n Bobbers believes that in setting an example for the community, and getting families together in outdoor
events, we can strengthen bonds and join friendships with the community and police
In fishing we can also unite families away from distractions in a natural forum. Cops n Bobbers believes that in
fishing and outdoors we can learn respect for each other and our environment. Traditions of our past
generations, Honesty, Humility, and Morals are the cornerstone of our family. By example and not just words
alone, we can lead our children and our future.

History and Information
Bass n' Badges was a law enforcement only fishing organization founded
by a Kansas Highway Patrolman, Roy Roper in 1992. Bass n' Badges
conducted fishing tournaments in Kansas, Missouri, Arkansas, and
Oklahoma. The youth side of Bass n' Badges was called Cops n'
Bobbers. They expanded to include military and fire personnel, and
renamed their kids events to Lil Keepers. Lil Keepers provided
countless children with enjoyable events. Unfortunately Bass n Badges
closed its doors and with it went Lil Keepers.
In 1996 the Johnson County Sheriff's Office Community Police
coordinated its first fishing events in Edgerton Kansas. These events
were supported by the community and officers involved.
With the blessing of Roy Roper, their actions stimulated the rebirth of
Cops n' Bobbers. Cops n' Bobbers is now directed by Larry Shoop out
of his home in Spring Hill, Kansas.
Our future, set to be long, is written on child at a time.

Articles of Organization
1) The organization exclusive purpose is that of education.
2) The director and trustee are Larry Shoop, Spring Hill, Kansas
3) No part of the net earnings or the organization shall inure to the
benefit of, or be distributed to its members, or any other person, except
when authorized; to pay reasonable compensation for services rendered
or to make payments and distributions to carry out its purpose under
article 2.
4) The organization shall remain a non-bias entity and shall not
substantially engage in propaganda, or otherwise attempt to influence
legislation or participate in any political campaign.
5) Upon dissolution of the corporation, assets shall be distributed for
one or more exempt purposes within the meaning of section 501
These articles notwithstanding any other provisions are as stated above.
